Description: The community was concerned about health effects and monitoring of air emissions from the foundry operation at ME West Castings. TOSC reviewed documents related to permitting of the facility.

Contaminants: Unknown but suspected to include Pesticides, Chlorinated Solvents, and other VOCs

Description: Assisting neighborhood citizens group to investigate "sick building syndrome" type illness associated with some subdivision residences. Chemical exposures are likely causative factor of some resident morbidity, however a source, or sources, are unknown following Arizona Dept. of Environmental Quality and U.S. EPA investigations.

Items in Letter of Agreement: Provide information regarding chemical sensitivities; Review EPA and state agency investigation documents and solicit agency follow-up.


Community Group: Southeast Alliance for Environmental Justice

Description: The community requested TOSC to review technical documents and soil and groundwater sampling results. They also requested that TOSC conduct a community education workshop on potential health concerns association with the contaminant concentrations found in local soils.

Community Group: Protect Our Neighborhood Committee

Description: The community is concerned about the adequacy of cleanup plans for the EPA Superfund site and about the potential relationship between community illness and exposures to site-related contaminants. They requested TOSC to review the Record of Decision and to review sampling data from groundwater, soil, and air studies. They also asked TOSC to provide an updated list of contaminants affecting the area and provide assistance in determining the health related concerns of area residents.

Items in Letter of Agreement: Review the Record of Decision; Determine health related concerns of residents living adjacent to the site; Provide an updated list of contaminants affecting groundwater, soil, and air both at the site and in the adjacent community; Review and comment on investigation and feasibility studies.

Over the past year, TOSC attended several meetings and completed document review and comments. TOSC is facilitating a community effort to have the state Dept. of Health Services (DHS) conduct a survey of health symptoms and concerns of local residents.

Over the past two years, TOSC submitted comments on technical documents such as the Remedial Design Investigative Report in June 1999 and the draft Feasibility Study in January and February 2000.

Description: The RAB requested TOSC assistance reviewing technical documents related to cleanup of this closed naval shipyard. The Navy constructed ships, operated an ordnance manufacturing facility, and storage facility at the base.

Items in Letter of Agreement: TOSC reviewed Human Health and Ecological Risk Assessments, remedial investigation reports, sampling plans, health risk assessments and conducting public environmental education workshops.

Description: The U.S. Army's Makua Military Reservation was a live ordinance testing and training facility. TOSC provided assistance to the Malama Makua community group regarding investigation and potential closure activities at the site.

Items in Letter of Agreement: Review and comment on documents related to the potential closure of a former Open-Burn Open-Detonation (OBOD) site on this base; Review and comment on Army's investigation of area groundwater and near-shore water contamination.

Description: The community is concerned about health effects from the contamination of groundwater with PCE.

Items in Letter of Agreement: Provide information related to water treatment options; review and comment on reports and other materials related to soil gas sampling, leaks from sewer systems, and groundwater sampling; provide information on health effects of exposure to PCE and medical outreach protocol; provide information on agencies' roles in cleaning up hazardous substances in the environment; provide information on cleanup technologies for PCE in soil and groundwater; provide other services as mutually agreed upon by TOSC and the West College Neighborhood Association.

TOSC prepared a fact sheet on PCE for this community with input from the California Regional Water Quality Control Board and the California Department of Health Services. TOSC has been attending monthly community group meetings since April 2001.

TOSC has been helping the community investigate ways to maintain a database of community health data. TOSC researched the type of information the database might include and ways that confidentiality and database maintenance can be addressed.

TOSC participated in the November 20 progress meeting where the main topics of discussion were the groundwater contamination response plan under development by the county health department and the well owner information packet being prepared by the county's contractor.

TOSC will participate in the next progress group meeting on January 15.

TOSC participated in a medical outreach conference on January 30. Conference topics included taking an exposure history, chemicals in the environment and their effects on humans, and the effects of pesticides on humans. The conference was funded as part of the Sonoma County Environmental Health Department's (SCEHD) grant from the regional water quality control board.

TOSC participated in a Progress Group meeting to complete tasks related to the SCHEHD grant for community outreach and response. On April 17 TOSC will facilitate a process to evaluate SCEHD efforts to build its community outreach and response capacity.

TOSC is assisting the community in an evaluation process. TOSC developed a survey instrument to evaluate Sonoma County Health Department's recently developed environmental health outreach and education program and has distributed it. TOSC will compile the responses, prepare a report summarizing the responses, and present the results to the community.

TOSC anticipates beginning the closure process for this community during the first quarter of 2004.

Community Group: Southeast Alliance for Environmental Justice
