TAB Assists EPA Brownfields Pilot Grant Recipients

One of the services TAB can provide is to be a technical resource for recipients of EPA Brownfields Pilot Grants. Our recent work with Clackamas County, Oregon and Spokane, Washington illustrate some of the ways we can help.

For both jurisdictions, the EPA brownfields grants enable the communities to raise awareness of brownfields issues and carry out initial environmental assessments for selected properties. Clackamas County's current focus is on site assessments. The county recently completed the process of selecting an environmental consultant to perform these assessments. Spokane's current focus is on engaging property owners and the community in brownfields redevelopment.

TAB staff have been an information resource for both communities and provided:

Background information on the assessment process. TAB staff provided Clackamas County with information about the TRIAD approach - a way to minimize assessment costs by utilizing new technologies and targeting the assessment to match future site development plans.

Strategy development and community education. TAB staff recently visited Spokane to discuss ways we can assist the city with its redevelopment efforts. TAB is available for site visits and can help community leaders develop work plans and provide community education about the redevelopment process. For example, we offer several educational modules that are designed to provide community leaders, realtors, and property owners with background information about brownfields redevelopment.

Assistance with selection of consultants. TAB provided feedback to Clakamas County on the Request for Proposals used to solicit consultants for Phase I and Phase II site assessments. TAB's comments focused on ways to encourage technological innovation in submitted proposals. When the county received 15 proposals, TAB served on the selection committee to evaluate those proposals. The review panel included the county planner overseeing the process and five others from a broad range of environmental professions.

Technical Outreach Services for Communities (TOSC) and Technical Assistance to Brownfields Communities (TAB) are both outreach programs of the Western Region Hazardous Substance Research Center (WRHSRC).  TOSC and TAB provide free, non-advocacy assistance to communities affected by hazardous waste sites or that are hoping to redevelop brownfields. The programs are funded by grants to Oregon State University from the US EPA Office of Solid Waste and Emergency Response.
